That doesn't answer the posters question. Dell and HP (plus countless others) don't "ship" outside the USA, since they have local operations in most of the worlds major markets.
In general, smaller USA companies simply aren't willing to take the risk to ship internationally. You can't accept credit cards for payment due to the scammers with fake/stolen cards or those that will claim products are not what they ordered and demand refunds from the CC companies. Also, few international customers are willing to pay cash in advance and object to the high shipping costs.
What with the the payment risk, plus the cost of export, customs and shipping documentation, it just isn't worth it to sell outside the USA. There are a few ebay listers that will sell to international customers, but only with advance payment thru PayPal.
