Networking problem & how to keep dust bunnies out?

So I opened up my download box the other night(1st time opened and being off for more than 5 min in 3 years), and it was a mess in there. There was actually a scadfolding of dust inside. Blew as much off as I can, and turned the thing back on. But now, I have a problem, somehow, networking is all screwed up. Wasn't the cable, and the port looked fine. Somehow I could only upload but can't download (according to the network traffic window) Using a USB wireless adapter shows the same symptoms. Even after reinstalling windows, still the same behavior. I'm sure it's not the hub cause I have two other machines connected and they are working fine. Any idea on what to try next? Any idea on how to keep the inside of a case clean? thanks!

Use compressed air?

Basically, are you saying that your only sending packets, but not receiving? Can you connect to your router through that computer? Maybe uninstall and reinstall network drivers?
