The Liberty units have fallen out of favor with many people. The 400 watt unit for sure will not be sufficient for a DX-10 rig. Go for something like the mushkin 650. You say your rig needs to be silent. Do you mean that literally? You can get a passive CPU HS like the new one by Scythe (I think it's the Infinity?) and you can do a passively cooled GPU (probably not once you jump to DX-10 though...) and add some quiet case fans. Still, if it has a single fan, some people do not consider it silent.

what i mean with silent is around 20-25dba i don't want fanless
i don't need more than 500W because i have just a mid range PC and i am not planning to use dual GPU, 500w is enough for Dx10 i guess since 7900 series requires only 400w
what 500w silent and reliable psu should i get instead of liberty,
in my point of viewseasonic S12 r the most silent psu (not fanless)
but unfortunately many units r defectives, i've read that on newegg customers review

I wouldn't be deterred by Newegg customer reviews. I believe the Seasonic units are high quality. The mushkin, FSP, OCZ and PCP&C units are supposedly all made at the same factory and they are excellent. The mushkin 550 is on a good sale now but I'd still pop for the 650 if going DX-10. The DX-10 card alone will load you at ~250 watts and I like to operate in the ~50-60% load range.
