Pocket PC for text input into Microsoft Word

How can I use my pocket PC like a tablet so I may write by hand
charactors and have them send to a word document I currently am
writting ? The use case for this is I want to be able to write chinese
charactors by hand using my pocket pc and then have the charactor sent
to my word document and be able to select from an appropriate
selection of matching chinese charactors the system has found. This as
opposed to having to use my mouse to draw the charactors as I do now.
