Limited Users & Network Connections

I have two internet, network connections - 1 DSL, and 1 dial up. They work
fine from administrative users, but not from limited users accounts. If I log
into a limited users account and then click on Start, Connect To, and then
click on one of those two network connections they do not work. They are
disabled. What do I need to change so that my limited users can access the
internet? (Making them adminstrators is not an option.)
