There are basically two choices for that. An extremely expensive piece of network hardware or a well configured linux router. If you have an old computer laying around that you can put 2 network cards in the linux router would be a cheap/free solution ClarkConnect does a decent job of bandwidth management but i'm sure with some research you could get it working really slick.
bigpoppa your setup should be adsl->router->hub. and find a router with QOS functionality so that you can assign the bandwidth that you want for that certain pc.
