Help with my Sapphire x1900gt core\memory clocks

I have an x1900gt :D
I know that the specified core/memory frequency is 575/1200 but in Overdrive section of the ATI Control Center it is different and it shows like this: :(

Graphics processor status
On the vertical line the slider is at 574Mhz, but in the box "Current VPU clock" it shows 500Mhz.
Above where it says "Requested" is 574Mhz

Graphics Memory status
It shows "Current memory clock" 594Mhz
"Requested" 594Mhz
I am using Catalyst 6.9 and before I had Catalyst 6.6 and it was the same
I installed ATITool 0.24 and it shows me 0Mhz for core and memory. then I installed ATITool 0.25 beta14 and it shows 500Mhz for Core and 600 for memory. After that I installed ATITool 0.25 beta15 and the same thing
I tried to install Riva Tuner v2.0 rc16 and it shows like this:
When I enter "low level system settings" and clik on the "Enable low-level hardware overcloking" the default settings for VPU and Memory are 573,8/594 Mhz. but when I enter in "Graphic subsystem diagnostic report" it shows 499,5Mhz for the Core and 594MHz for Memory
I have the card for 4 days and I am starting to think that is broken.
My rig is:
MOBO: GA-K8N-PRO-SLI
CPU: AMD64 3800+ Skt939
Ram: 2*512 Kingmax
Hdd: Seagate 80gb sata1
Fdd: Sony
CDRW: ASUS
DVDRW: LG
Case Chieftec+560w chieftec psu

Do you have any clues? Could be my rig, the drivers, or the card itself? 8O
Please advice

In Overdrive panel, it's stated as 2d clock speeds. Requested means what it will scale to in 3d mode, IF the application requires it.

Same with ATTools and ATiTools.

I haven't OC'd yet, so I'm not going to bore you with speculation.

lol i had this prob yesterday with my 1950, was gonna take it back till i left the cat window open on the 2nd monitor and noticed it clocked back up to normal when it started games, doesnt seem to do it in windowed games for me tho like work of warcraft. i havent had an ati card in ages so i had no idea that it did this :)
