NFSU PS2 - finished but missing upgrades?

I've completed NFSU on PS2. When I go to main menu and customize, I
only get a few of the visual upgrades, like I get the have a couple of
Level 3 front bumpers and non-matching rear bumpers!!

Any idea if this is by design or a bug?

When I played in Underground mode I had all visual upgrades.

PS I have the Mantis body kit. Any way of getting the other body kit
too?
