I changed from dynamic to static IPs. I followed these steps: http://www.portforward.com/networking/static-xp.htm and I think it worked fine.

So now I am trying to forward the ports following this proceedure: http://www.portforward.com/english [...] /eMule.htm

But when I enter my IP into the address bar of the browser I get a "connection refused..." type error. I have checked my firewall and my Web Server is open to my IP address. I don't know where to go from here...

I have a roommate who is out of town and may have set something up... but his computer is not hooked up so I don't understand how it could be inhibiting anything...

reset the router? I'm lost!

So you are just trying to forward port 80 to your webserver or setup access for emule?

Did you set your webserver to have a static IP address or reserve an IP address in your router?
Are you using IIS or Apache?
