I have googled, searched etc and can't find out how to simply add a custom 16:10 resolution like 1024x640. It was super easy in Nvidia's control panel.. but I can't for the life of me figure out how to do it with my new ATi card.

I am trying to add that custom res so that games recognize that as a selectable resolution.

Try using a program called Powerstrip.

I'm not sure if it will make the resolution(s) selectable within games, thought.

Yeah, I don't need it for the desktop or general Windows use, just in games. When you add a custom resolution in NVIDIAs control panel, it usually would make it selectable in widescreen native games.
