PC get grozen after copying to USB device or to CD/DVD

Hi

I have a big problem. Everythings works fine until I want something copy to USB device: MP3 device, USB Flash... It sometimes copy 1GB properly and sometimes it get frozen after few seconds. Same thing happen during CD or DVD burning. I marked that the +12V is only +11.6V and on other computers are 12.6V. May it be caused by this? Everything works except USB devices and CD/DVD burning... Please help me...

MB : MSI KT4A-V (VIA KT400A + 8237 Chipset Based) with original BIOS
CPU : AMD Sempron 2400+ BOX Socket A
RAM : DDR 256MB PC400 CL2.5
VGA : MSI GeForce 4 MX4000 64MB
HDD : Maxtor 80GB 7200rpm 8MB cache
DVDRW : LG M4163B
SYSTEM : Windows XP SP 2 (newly installed)
SOUND : onboard
LAN : onbaord

I have changed the PSU, unplug DVDRW, FDD with no success. Should I change component after component, is it neccesery? OR should I try to update the MB BIOS? Or do somebody know the solution? It is strange, that only the copying to USB device and burning CD and DVD make problems...

Is the burner on its own dedicated IDE cable? What are the jumper settings? Maybe reinstall the software to burn onto CD's, or reinstall drivers.

when u updated to sp2, did you happen to update to SP1 first?
course this only applies to 2002 OEM versions of winXP
i had some trouble when i jumped the gun and went straight to SP2 skipping SP1, now i have USB 1.1 on my main computer and no way to immidieatly fix it cause it doesnt have internet rite now

tried to install the drivers from the manufacturers disk, and out popped the message that you needed to update to SP1...
the mobo btw is AsRock 939DUAL-SATA2
i think that quite a few boards use SP1 for USB 2.0 though i could be wrong

I had windows XP pro with SP1 cd, so I assumed it installed SP1 whenever I reinstalled Windows. I only had to worry about the hour long installs of Sp2...
