Good card for vid editing

For editing large amounts of video and adding lots of real-time effects, do I really need to concentrate on a good video card? If so, what would be the best kind for the job? (without spending tons of money?)

Oh yeah, and by the way the price limit is about $100-$200. I would like to concentrate more on the processor or ram.

Oh yeah I forgot to mention the posibility of HD editing, which I've read takes a more powerful video card.

Most video editing software has notyhing to do with the graphics card... it's all done with the CPU and RAM.

Some software like Premiere Pro will use the videocard to some extent for realtime effects, but a basic discrete 3d card should be fine, like an X1300 or X1600. Anything more than that is probably a waste.
