Usb not recognized after restart

Hello,

I've been having a problem with my USB ports not being recognized after a computer "restart". When the computer does a restart and brings up the sign-on screen the mouse and keyboard are not recognized until I manually turn off the computer by holding in the power button. When the computer is turned back on the mouse and keyboard both work property. Can you tell me if there is an update or something else that may fix the problem?

BIOS update perhaps? What motherboard do you have?
