Are there any stand alone audio control programs for surround sound cards, which let you modify audio output to each speaker beyond dB level?

I'm using a Diamond XS7.1DDL card because it's cheap, sounds great (IMO), small size, and has DDL5.1. The problem is when outputting to my receiver, it outputs all frequencies (high, mid, and low) like most sound cards I've tried. My front and center speakers can handle anything but my rears cannot handle lows at all (they're cheapo speakers).

I'd like some software that'll let me control the bass/treble (or better yet, frequency range for each speaker) for each channel. I doubt such a program exists but it can't hurt asking... maybe one of you gurus know.

Well actually if you dont mind spending some money you could bypass buying a program all together and but an "inline lowpass filter" do a goole search and you can find one like this:

that is just the first one I found yes they are for car audio but will work fine for a home of pc set up as long as you can get the conectors for it (can be found in most electronics parts stores maybe even radio shack) its not "super" cheap but would work fine or if you are good with a soldering iron and electronice you could make your own high pass filter from scratch with the right resistors as seen here

Consult some one familiar with audio as far as the types of componenet sot buy. At least with an inline filter you dont need a specific program running to achive the results you want but buying/building the audio filters may cost more than the price of a program to do the same. You should probally look for say an electronic or "software" crossover that might point you in the right direction software wise.
