Is there any way to find out if the processor is throttling?

In 3dmark I get extreamly low framerates. Acording to Rivatuner, my graphics card does not throttle, so I'm wondering if it could be my processor thats throttling. It's not hot, but I know that my motherbord drops the volt, when under load.

Is there any way to find out if the processor is throttling?

By the way. My specs are. P4-3GHz, Asrock-P4Dual-880Pro, Leadtec 6800le

OK. I have tried it now. The processor wasn't throttling, always good to know. Just have to try something else.
