When I booted my Windows XP Professional computer, I received the following
error message:

"Windows cannot find the local profile and is logging your on with a
temporary profile. Changes you make to this profile will be lost when you
reboot."

How do I restore or re-install the profile file?

Your profile has probably become corrupted. This KB article describes how
to create a new profile and move the data from the old profile over to it.
It is fairly straightforward, except where it comes to moving OE data.
Here's hoping you're not using OE for email. ;)
