I believe m25 is trying to tell you that Pentium D (dual core) is not a good buy, when prices are low for better AMD X2 CPUs.
If you mean Core/Core 2, then 2.8 would make it an expensive CPU, since the closest Core 2 2.8 CPU is the E6700 or X6800. I don't think there is a Core CPU @ 2.8Ghz.
Like m25 mentioned, a maximum budget would help with a system configuration, more than just saying this CPU and that motherboard.

Exactly; if it is a 2.8G Core2 is the end of the world but buying a 2.8G Pentium D is not much of an idea nowdays, with all the sub $200 CPUs like the E6300, X2 3800+ and 4200+, even the X2 3600+ is out on some stores now for $130.
