The X1600pro does indeed have 400mhz memory.

Yeah, all the graphics cards are stated like that. It is consumer perception that clock speed matters so as long as one GPU manufacterer puts the double data rate on the box they all will. Some hardware sites use the effective (actual x 2 in the case of DDR) rates, but other, more accurate and high quality sites, use the actual rate. It causes confusion. Stupid marketing punks lol.

400MHz IS 800MHz. 400MHz is the clock rate, 800MHz is the data rate, DDR memory cycles data twice per clock cycle.

You have some form of DDR2-800 running at full speed on your card.

DDR2 and DDR3 are just revisioins of DDR. I was confused for a long time as well until someone explained it. DDR is just that, Double Data Rate effective. Effective meaning the actual frequency of the RAM is 400Mhz but it does 2 operations per clock cycle so it performs as if it were at 800MHz. DDR2 is a second version of DDr, as I said, which in reality just means it allows for higher clocks.

but the acual performance of a 700 is 1.4 Ghz.

It's double pumped 8O that's why you see 400Mhz. It actually transfers data like being 800Mhz.
