Bad Power Supply???

Ok here is the problem I am having +12v is not stable gets as low as +4.22v and as high as +13.3v And +3.3v stays at +2.67. Heres a picture of my problem.

I wouldn't necessarily say it's an actual problem without really testing it, and if there isn't anything else wrong with the machine [no other symptoms] then I may not worry much about it. But, you can test it with a meter to see if it's a real problem and if it is, replace the PS.

Thanks everyone for their help. What does the 3.3v control, is it like the cpu or agp slot??
