Is it possible i found the one San Diego/Toledo core CPU that cannot hit 2800mhz?

I've put the 1/2 divider on.. and cranked the voltage up to 1.5v and still cannot get this thing to boot at 2800mhz. 10 multiplier is the only thing i have luck with.. the 11 is evil.. it only clocks with 200 fsb and boots only with that.

any suggestions? i haven't tried any 9 multipliers but the thing will not do anything with HTT bus beyond 270.. no matter what divider.

2.8V 2227 and left the rest on a DFI board auto for now. I know what my memory can do.. as well as i even tried different timings.. this is the CPU.
I have the DH-E6 stepping and i hate it.

My ram is stable at 233 on this board.. 234 is iffy and 235 is a no... my CPU just doesn't like 2.8ghz.. i'm gonna keep trying, but its no fun knowing i have this jerk CPU instead of a San Diego.

My CPU is crazy. It makes no sense at all.. get this..

The short history of my "san diego's short comings".

10 * 250 (9/10) 1.375V Stable.
10 * 260 (5/6) 1.375~1.4v Stable.. with both. Although the memory bandwidth hurts pretty bad and it benchmarks low.

10 * 270(5/6) 1.45v Stable.. at one time... then for two days couldnt get the settings to work again...

Then 10 * 260 wouldn't work.. and only 2.5ghz would work no matter what voltage.. timings.. etc..

Although each time i reset cmos.. this time i left it out for some time.. and retried 10 * 270(5/6) 1.45v LDT *auto* most ram timings Auto (thats not normal for me) .. and thats what i'm posting from now.

How stable is it? Not sure yet.. but it ran a few benchmarks but nothing that would consider it stable.

its not a real toledo.. but i guess they started throwing the Toledo cores that couldn't make the cut out to the San Diego bin.. disable a core.. and just let it go... from the few posts and articles i've read now.. mine seems like one of these.. i guess they do great on high voltages.. but i only do air cooling so i have no chance with that whole 1.6v thing.

CPUz shows DH-E6.. which i think proves all of that jibberish
