You may enable the Windows Firewall Service in Services.msc by navigating to 'Properties' & also please set it to 'Automatic'.
If that does not work please run 'CMD" prompt in Administrator mode & then execute the following command.
SFC /SCAN NOW which will fix issues with Windows if any, post which you may try to enable the 'WIndows Firewall' service again.
