How does a PSU split the load on the 12V rails...

How does a PSU split the load on the 12V rails...

I have recently got an Antec TP2 480W, (came free with the Antec Case so was cheap), and it has a specification of 2 x 18A 12V rails… I was just wondering how does a PSU like this split the load between the rails, is it some components are on one rail (ie mobo and disks) and others are attached to the other rail (ie gfx) or… Is the load somehow split, feeding all components at once…

the first rail is used for cpu...and the others are used for peripherals (hdd, cd-rom, etc)..
