Read your motherboard manual. It will have this info, but I'm not aware of any boards that auto start themselves other than the usual "wake on lan", "wake on ring" type stuff.

What do you mean by "auto restart"? Like after a crash or a power outage? My system has a "restore previous power state" "keep current power state", options like that.

Do a search in the manual, should be available in pdf form from the vendor.

The OP's question is vague. I too keep my PC set to restore previous power state, but I wasn't sure if this is what he was asking.
