Connection Skipping?

I have two computers. Both access the internet through Roadrunner and are connected through a Netgear router. Recently the internet connection seems to be "skipping". The connection seems to work fine one second and not work another second.

When I try to open webpages it will either:
-open fine
-a Cannot Find Server page appears (for a site that worked just a second ago)
-it loads for a considerable amount of time and it usually doesnt open

I have trouble downloading things because the downloads never complete.

Ive reinstalled Windows to try to fix this problem, but nothing has changed.
