Accidentally set msconfig timeout to 3 instead of 30, file to change?

thats what happened and now win7 wont boot, i stuck the HDD in another computer to try and set it back to 30 but i cant find the file were the boot time out is located.

i have done this before thats how know exactly whats wrong, but i dont want to reinstall windows yet again for something that might be a simple .ini fix

if i try to start windows in anyway [safe, diagnostic, regular] ill get a blue screen. it cant be repaired or set back to last known good configuration, i know this from the first time it happened

Then you made other changes as well, because changing the timer from 30sec to 3sec won't cause the computer to behave that way. Whatever other change you made in msconfig is whats causing that to happen.

I suggest a repair install. Google the term if your not familiar with how to do that.
