Came across this error at work does anyone have any suggestions?

Its a PCI GeForce2 MX400 (works great as a second video card).
It stopped functioning and in the Device Manager, it shows the card with an exclamation mark and the error is: Device Wont Start.

So I download the new drivers and attemp to reisntall the product by
1.) deleting the video card from DM
2.) deleting the video card then the associated drivers
3.) just installing the EXE.

In 1 and 2, The driver update process fails with the error: Access Denied. I am 100% sure I have admin access.
In option 3, the system blue screens with no usefull info, and "last known..." was used to get back into the system.

And Event log doest say anything new.

Thanks for the help. Google isnt being friendly today.
