Got My X1900XT.......Now I have a problem. Its underclocked

I just got my x1900xt 256mb and it seems to be underclocked, a lot. Here is what ATI Tray Tools.

Clock Information
BIOS VPU 500.00
Current VPU 499.50
BIOS MEM 594.00
Current MEM 594.00

any idea why its like that? and will i have to overclock? If so what would be a safe level for the stock cooler?

Don't worry.

It's showing 2D speeds, once you open a 3D application, the speeds go to the rated ones.
