I have no PCI slots left, and I am not willing to remove anything, so I an looking for a recommendation for a TV tuner that will capture to MPEG2 (hardware encoding)

1) cheap (less than $50)
2) USB 2 interface
3) maintains sound sync, good sound quality
4) video quality of at least SVHS
5) includes adequate software for time shifting, etc., and online TV schedules

Anyone have a recommendation?

There aren't any good USB2.0 external TV tuners for less than $50. Here is a list of some of them: On Newegg

Cnet has some reviews on USB Tuners (althought the article is old)
