Can I watch HD video on a 1280 by 1024 resolution monitor? And does it take a better graphics card than the X1600 Pro? What else would I need to upgrade?

If you check out cyberlink's website, there is a utility that you can download to tell you if your current spec is up for HD playback. Also there is a list of compatible GPUs. X1600 Series is supported according to that list:
