External drive shows 465gb is used when it is empty

I have just bought a new computer and am running win 7.
The C drive is fine but my external drive Maxtor 500gb connected by USB, is showing 465gb as used space when this is empty.
In Disk management th drive is shown as 16gb, but in defrag screen the full 500gb are shown, can anyone tell me what is using the 464gb that is empty?
My previous computer running XP was showing the external drive correctly !
Any help would be appeciated.

HD makers use decimal math, and computers use binary math.
So:
500 GB (Decimal) = 500,000,00,000 bytes.
I GB (Binary) = 2^30 = 1073741824 bytes

500,000,00,000/1073741824 bytes = 465.6612873077392578125 GB
All is well.

Thanks for response - could you explain a little more simply please.
I notice my C drive is correct showing gigabytes (which as a hard drive I assume using decimal).
So why is my D drive (external) not also using decimal?
Are you saying in your reply that the 500gb drive is correct in showing as 16gb?

No it should read it in the same formula.Is the external formatted in fat or ntfs?

I reformatted my external drive in ntfs, although I think the default for it may have been fat.
I did the reformat to try to put things right !

My external wd is reading correctly on NTFS , Did you try to power it off then plug it in again?

I have just powered down my external drive - no change, still showing only 16gb.
