Can someone explain in simple layman terms, without editorializing and
including personal political ideaology, why Epson chooses to omit an
on/off switch?

The don't include it because they think you want them to sell you the
scanner at the lowest possible price. If they could get away without
the motors, sensors and light source they would cut them out too.
