BFG 7950GT will not OC!

I have a BFG 7950GT (91.47 drivers) and have coolbits installed. My problem is that I can get into the Custom overclock settings and move the sliders but they will not stay after I push the test button. BFG said there are no measures to stop me from overclocking so I was wondering what is the problem.

***UPDATE***
Just as a test I tried to underclock the card and it will not underclock either. It will not do anyhing other than the stock settings. When I press the test button it says the test failed to lower my clock settings. Please anybody help!
