My computer is not turning on and I just hooked up the power supply to a psu tester and all of the lights come on except for the -5v?

What does that mean?

It is a thermaltake 700w psu and is less than a month old.

absolutely nothing. The -5v rail requirement was removed with the ATX revision 1.3 and completely abolished by v2.01 and later.

Are you sure? I plugged in the psu tester into a couple of other psu's that were all purchased in the last year and all the lights came on?
