External hard drive shuts down at start up

Hello,
I have been starting up my Mac Book by holding down the option key at start up and when I select the drive with all my files on it it shuts down after the apple icon come up and the thinking ball after one min
I got a new hard drive put into the computer but did not get my data transferd in time.
