PIE.

Preferably one that is under $20 or is freeware.

Access Netfront is my choice. It supports javascript, JVM, DHTML, CSS,
tabbed browsing:

I think PIE on PPC 2003SE with MultiIE and VGA is the business! The
screen drag feature is great for left-handers as you can scroll from the
left hand side or even with your thumb.

Not for landscape, but portrait is fine. I'm using it on a Harrier Pocket PC
Phone Edition (same as Verizon XV6600).
