Hi,

what you would recommend to scan several pages from books in library into my
notebook ?
Few years back there were hand held scanners in use but the quality was bad
so they don't exist anymore. What is the current solution for this issue ?

The Canon LiDE series. They are USB powered, so do not require an external
power source.
The only draw back is the fact that the LiDE series have Contact Image
Sensors (CIS).
CIS may be a problem with scanning books, because books do not lie flat on
the glass. The depth of field for CIS is zero.

Aside from the technical you have copyright issues.
However, for fair use such as study aids not too much of a problem.
