TV Tuner, Trailling Images

I just bought an sus hybrid tv card, i dont think its the card to blame becuase before i had it i tried watching the fast and the furious on dvd and it was terrible, what the problem is, is that whenever an item on the screen moves, lets say a car. A trailed image is shown and it is rather annoying. Any ideas as to what this is

-Pentium 805d 2.66ghz @3.6ghz
-Gigabyte GA-965p-DS3
-2gb DC G.Skill pc2-5400 cas4 667mhz ram (2x1GB)
-Connect3d ati radeon x1900 xt 512mb gddr3 @1440x900
-Creative soundblaster X-Fi xtreame music
-Hiper type r 580w atx2.2 psu
-sata2 maxtor diamondmax plus 17 160gb hdd.

You dont happen to have an LCD monitor that is about 3 years old do you? Older LCD monitors have a terrible refresh rate of 15-25ms this causes what is known as Ghosting, you get latent images as the image on the screen changes, anything over 12ms will have a Ghosting effect with fast moving images.
