Control Panel | Date, Time, Language, and Regional Settings | Regional and
Language Settings | Advanced
Click the Time tab.
From there it should be obvious.

Try Control Panel (classic view)> Regional and Language Options> Regional
Options> Customize> Time. Use uppercase H to use the 24 hour format.
