Yes, AMD monitors all cpu's for O/Cing. They use an Intel Celeron based computer and NVidia graphics card to power the beast. Your cpu constantly sends out it's speed settings and they are recorded in real time. This info is stored in a vault and maintained for 5 years for warranty purposes.
A known hack to prevent this is an aluminum foil hat placed on your head when the computer is turned on. If you have any friends within 10 feet of the computer then they also must wear a hat.

That would actually be a good idea (for AMD at least. Its like a survey), but I'm sure someone would notice the extra packets running through their network...
