How to view Russian characters under WinXP Home Edition

Go to Control Panel/Regional and Languages
Click the Languages TAB and hit "Details"
Click teh "Add" button to add a Russian Language option
and keyboard layout (Russian Typewriter is the most
commonly used layout).
After this Windows will give you the option to select the
language you want in any application.

keyboard,according to what you both suggested.
