Can signal strength effect acquiring an internet IP address? I average 45 to 50%. I have a Linksys WRT54GS-v4, with firmware v1.05.2. I can acquire the AP (it works much better when I don’t have WPA-PSK activated..), but cannot maintain a solid internet connection?
Is 50% strenght just too low to be a reliable WLAN? Do I need a range expander?
If not, my other theory is that I need a driver update for the Wireless PCI card (linksys). Problem is I can't get an internet connect to download drivers...
Finally, how do I manually assignn the IP address? The Linksys software that came with the PCI card doesn't allow this?..

Depends. My experience is that the signal strength indicators aren't very reliable and sometimes bear no relationship to what's really going on with the adapter. The fact that you aren't getting a reliable connection is more dependable than any signal meter.

Can't you temporarily connect the PC to your router via Ethernet and download what you need?

You don't do this in the utility, but in Windows. See the manual or quick start guide for the adapter, which should have a walk-through.
By the way, other possibilities are that you are getting interference from neighboring wireless LANs. Shut off your router and run a network scan from your wireless client and see what you find.
