I think it's cheap because it's a cheap PSU...

Seriously, couldn't fin review with a quick google, so I would be careful, a cheap 550 can be equal to a 400W quality one, but with many extra drawbacks.
 
If you are looking for a good and inexpensive PSU, then consider the XClio GoodPower 500w PSU:

It is pretty inexpensive at $50 + shipping and their PSU's have recieved some good hardware reviews:

The only bad thing I have to say about it is that the efficiency is rated at 70%+. That's average for any PSU, but if you want something that is rated 80%+ then you'll need to spend more money. But $50 for a stable PSU and 70% efficiency is quite a good deal.

The system I want to build is gigabyte DS3, E6400, pqi turbo 2gb 667, geforce 7600gt, seagate 250gb 7200.1, nec3550a x2, floppy disk, acer 19'' moniter 5ms

I am pretty sure 500W is good enough, just need to know some good choices/pc cases
