Low cost high efficient rig

I'm planning to assemble my own rig but I have a tight budget. I have come up with with 2 options. One was based on the old technology (Asus P5GL-X board, Pentium 4 651 3.40Ghz, 2Gb G.Skill DDR400 CL-2, 160Gb Seagate Barracuda SATA HDD, 256Mb Nvidia Geforce 6600 or 7 series graphic card). The other one is based on the new technology ( Foxconn G31GM-S or Asus P5K-SE/EPU, Core 2 Duo E7300(MO) 2.66Ghz or E4600(MO) 2.40Ghz or Pentium Dual Core E5200 2.50Ghz, 2Gb A-Data Vitesta DDR2-800 CL-4, Asus EN8600 GTS Silent graphic card). I'm just an average user, I'm not an overclocker or a hardcore gamer for that matter. I just want to have a stable, reliable & highly efficient rig with a satisfactory stock performance. I usually perform net surfing, movie & music downloads, playing games & minimal word processing. here are my questions:

1. Which of the two options is cheaper? What configuration can you recommend?
2. What is the recommended PSU wattage for both of them?
3. Can a Pentium 4 processor perform at par with the Core 2 Duo at 800mhz?
4. If I upgrade my G31 board with 1St gen. PCIE graphic card, What low power graphic card can you recommend both from Nvidia & ATI Radeon?
