I bought the 975XBX just for this reason so i can Overclocked my current 630 processor and soon my C2d processor. My ram is 533(can go up to 600Mhz beause it is factory OCed set to 600Mhz and my 630 has an 800mhz FSB.

I goto my BIOS menu but the only thing it lets me change is Hyperthreading. I can see this

3.0Ghz
800mhz
533mhz memory...etc..

So how can i change the FBS from bios, or is there an OS overclocking tool that lets me change the FBS to OC my 630.

You just look for something that says like 'CPU frequency' (default is 200) and rise it by 5 MHz steps but I doubt that it will make +600MHz on stock vcore and HSF and even if you did it it would only be 20% OC, translated in ~+16-18% performance. There's no point in OC-ing it IMO, especially if you're waiting for a C2D.

i OC it to 3.52GHz on a Asus P5ND2-SLI Deluxe with 1.45v for CPU & 1.5v for chipset...
i increase the FSB from 800MHz to 940MHz but hold the memory @ 533MHz...

wrong.long ago i posted a problem that my friend has a very low 3DMark2005 score with a 7600GT & p4 630.today we solved this problem by OCing this CPU to 3.52 from 3.0GHz .how much ?? from 5890 point to 6300 point!!
so i think it is worth to OC your CPU to something around 3.4~3.7GHz...
just increase you VCore to 1.425 or 1.45...

That is what I said; it's hard to get 600MHz more out of it. And I don't like much synthetic benchmarks because they always tend to avor one architecture over another. All this said, you get at most 95% of what you OC and 3.52G is only 17.3% over 3.0.

Is there a Software out there where i can change the Voltage and FBS from the OS? because for some reason i cant change it in BIOS or else i wouldn't be posting this... Right now i use the INTEL desktop control center, but it only OC's my Processor to 3006 and my memory to 544 plus it doesn't read my processor(says no options available for this processor) so i cant OC from the Intel given OCer.

As I see you should have some board with a crappy intel chipset; forget getting anything done on it, because if you bios does not show such options it is very unlikely that you change them from the OS. :?
