is there any way of making two network cards work as one for example 2x100mbps network cards making them into 1x200mbps connection in a server or xp (so static/manually defined ip address)?

I believe that you can bridge the two so that the client treats them as a single card.

I know that XP has a built in bridging function, but I've never tried it out.

bridge is to bridge two networks like a hub/switch/router, im after combined performance (like raid0 for network cards)

Its called 802.3ad Network teaming. Your Ethernat cards need to support it and your Ethernet switch needs to support it as well.

Why not use Gigabit? (1x1000)

gigabit - i dont have any machine here that has it and my main cant fit another pci card and it will cost me too much, hence why i was interested in two 100's but since i need the switch, bummer (i do have an intel card that supports it tho, but not a second one...)
