i really want to upgrade my video card to radeon x1900gt
and from what i researched, the ati site says the video card requires at
least "400W or greater power supply, 25Amps, 12 volt rail".

I currently have the Antec smart power 2.0 430Watt psu, and I wondering if that's going be pushing my limits. If it is, can anyone recommend be a descent video card that will suit my needs.

Try the X1950 Pro. It gets slightly faster speeds than the X1900GT and consumes slightly less power with the 80nm process. It should run fine with your PSU.

I would recommend the X1950Pro also.

Both cards will run fine on the PSU.

The X1950 Pro is the same card as the X1900GT, but better and for the same price.
The X1900GT is just what ATI brought out while they were waiting for the X1950 Pro.
