Some drives you can used hacked firmware to make them region free, as for writing a region free dvd I think that would more or less be dependent on the burning software or a third party decryptor like AnyDvd. The drawback to using hacked firmware is that it voids most warrantees.
I just did a little more checking into it by looking at firmware updates for Lite On drives, they can be made either region free or can be made where you can reset the region counter. The link below will show what models this can be done with, I dont know where you live so I dont know if Lite on is available where you live.
I think thats just for reading different region discs, as for like making a back up of what you own and making it region free that would be dependent on either the burning software used and the decryptor AnyDvd can do both, read any region dvd and make the back up region free. AnyDvd costs about as much as a burner. There may be someone else here who might know of a program that can do what you want.

Ah oh thanks. I live in the US. I have seem some of the software that does region free, but are there any DVD burners that come as region free when bought?
None that I know of but I could be wrong. What I like about AnyDvd is that it works a driver in the back ground, no need to mess with hacked firmware or worrying if your burning software does it. AnyDvd has a free 21 day trial, one thing to watch for when playing or backing up a dvd from a different region is to make sure that it is in the same format such as NTSC or PAL and that your playback equipment supports.
