overall it looks good, for budget systems the antec sonata II case is almost always on sale on new egg and is a great value, and comes with an antec PSU so you know it's good.

There is a 7900gs on sale @ best buy for $150, much better than this 1650pro

Also I recommend not building for your friend, unless you want to be a 24/7 tech support for him and be blamed if anything goes wrong after u built it..
