Cooling problem

I have an Arctic Freezer Pro 7 for my P4 640. Usually I idle from 40-45c and I get up to around 60c with a load. This is fine, considering that before I got the cooler, I would get close to 80c while playing F.E.A.R.! Anyway, lately my computer has been idling rather hot. It will idle close to 60c. Thing is, if I start loading, like running prime95 or playing a game, it won't change much... maybe only 4 or 5 degrees. I can reset the computer, and my idle temps are back to normal.

Is this the sign of a problem? Heatsink failing? Inaccurate temp reporting maybe? I'm just using the Asus PC probe that came with the MB. Is there better software for temp monitoring?

Are all the fans working at 2000 RPM approximately?
Go into the Bios and observe the speed of all the fans. Manually feel what is not being detected by the Bios. Motherboard, Case fan, CPU, Power Supply, front case fan, etc.
If any are failing or slowing down replace them.
The computer needs good air flow.
