Well it depends on:
What settings you messed with? [Exactly]
What program you used to do it?
Can what you did be undone?[Reset to Default Settings]
Is your game set to run in a window or fullscreen?

Well i changes it too turn off V sync because im playing CS 1.6 on my dads laptop and it has a terrible x200 graphics card and if v sync is on it doesent play properly, the program i turned v sync of with was ATI tray tools and i also might of pressed something on ATI 3d control panel, and you mentioned if i set it too play in a window where on the programs is that option?

Return the settings you changed to their original settings or default.

Running a game in a window is a feature in the game options itself, not every game allows that.

Start the game, go into "Options" and select fullscreen.

Or, if you're starting it from a desktop shortcut, right-click on the shortcut, select "properties" and tell it you want it full screen
